How do you join the Ratcatcher's Guild?

I remember it having to do with getting another ratcatcher to join you, but nothing else. Also, what is that "12 year old boy doing in the sewer?

Get Aethon(sp)to join you then ask the guy join.(50 obiloi to join.)The boy in the sewers is a member already.
